The arrests of two illegal immigrants accused of forcibly raping children in Massachusetts and a third person convicted of raping a child in Brazil who was hiding in the United States after being apprehended and released at the U.S.
border in 2022 were announced by U.S. Immigrations and Customs Enforcement (ICE) Boston on Wednesday.
Following Massachusetts Governor Maura Healey’s declaration that her state will not assist President-elect.
Trump’s federal immigration enforcement operations upon his return to the White House in January, the arrests were made.
According to ICE, officials in Great Barrington, Massachusetts, released one of the suspects—an illegal immigrant from Guatemala—despite the federal agency’s request for a detainer to keep or transfer him to federal custody after he was detained for the forceful rape of a child.
After entering the country on September 24, 2020, close to Eagle Pass, Texas, the suspect, Mynor Stiven De Paz-Munoz, 21, was freed by the U.S.
Border Patrol with a notice to appear before an Executive Office of Immigration Review Judge of the Department of Justice (DOJ).
Later, on February 29, 2024, Great Barrington police arrested him in western Massachusetts on charges of indecent assault and battery against a person 14 years of age or older, rape of a child, and rape of a minor by force.
De Paz-Munoz was freed on bond before ERO Boston agents could take him into custody after Immigration and Customs Enforcement’s Enforcement and Removal Operations (ERO) Boston filed a detainer with the police department, but it was disregarded.
Since then, the Berkshire County Superior Court has charged him with the charges, which are still ongoing, and he is still being held.
Patricia H. Hyde, acting ERO Boston Field Office Director, stated, “Mynor Stiven De Paz-Munoz is a serious threat to our communities and is accused of horribly abusing a child in Massachusetts.”
“We owe it to the children of our New England communities to prioritize public safety above everything else.”
On October 8, 2023, Great Barrington police apprehended the second suspect, Billy Erney Buitrago-Bustos, 42, of Colombia, on charges of aggravated rape, statutory rape, and forceful child rape.
On May 4, 2016, Buitrago-Gusto was allowed to enter the United States at John F. Kennedy International Airport in New York, but he did not depart as required by his visa.
ERO Boston filed an immigration arrest with the Great Barrington Police Department following his apprehension in October 2023. Buitrago-Gusto was arrested and detained without bail in the Southern Berkshire District Court later that month.
On March 18, the charges were transferred to the Berkshire County Superior Court, which respected.
The immigration detainer and, after he made bail, released him into the custody of ERO Boston on November 15.
“Billy Erney Buitrago-Bustos stands accused of the most heinous and reprehensible of crimes,” Hyde stated.
“We thank our law enforcement partners at the Berkshire County Jail and House of Correction for prioritizing public safety and protecting children in the communities they were appointed to serve.”
Alexandre Romao De Oliveira, 41, is the third suspect. He is a foreign fugitive who was found guilty of raping a kid in Brazil.
On February 10, 2022, the First Criminal Court of Jaru, Rondônia, Brazil, found him guilty and sentenced him to 14 years in prison.
However, Romao De Oliveira left Brazil before he could complete his term, according to ICE. Romao De Oliveira was released from detention after receiving a notice to appear before a DOJ immigration review court.
On April 16, 2022, he entered the United States without being admitted by an immigration official in Santa Teresa, New Mexico.
